As a bill winds its way through both houses of the legislature, it may be amended many times. The changes you see in any published version of the bill are only the changes made to the last revision of the bill.
In order to see the actual changes that the bill will be making to the law, you need to identify the "net" changes - or the cumulative effect of all the revisions to the bill.
