Brad Chang, Co-founder and Chief Operating Officer
Bradlee Chang is a principal and founder of Xcential with more than 25 years of experience in the software industry. Upon graduating with Honors from U.C. Berkeley ( Electrical Engineering / Computer Science) Bradlee began in Xerox’s Advanced Systems Group developing new capabilities for next generation office systems. After a series of technical and managerial positions, Bradlee proposed the successful spinout of Chrystal Software into an independent company based on its XML content management technology. After the sale of Chrystal Software, Bradlee co-founded Xcential, leveraging his knowledge and experience to build legislative systems.
Since 2001 Bradlee has been hands-on in all phases of development for the State of California Legislative Counsel Bureau. From data analysis and system design, to deployment and support, Bradlee's tireless commitment has been instrumental to the project's success.

Grant Vergottini, Co-founder and Chief Technical Officer
Grant Vergottini has over 20 years of experience as a designer in the software industry. Upon graduating with Honors with a Bachelor’s Degree (Electrical Engineering) Grant began his career as a Design Engineer at the Boeing Company supporting the automation of Boeing’s design processes. An opportunity at Mentor Graphics provided experiences including Software Architecting, Product Management, Field Consulting, Sales Project Management, and Program Management around Mentor’s data and workflow management product lines. In 1997, Grant founded Genedax, developing team and data management applications for electronic design automation using the latest Java, COM, and Internet technologies. In 1999, Grant contracted with Homestore.com to redesign and rebuild their newly acquired Homebuilder.com website. Grant then joined Chrystal Software as Director of Applications focusing on the application of XML technologies. After leaving Chrystal, Grant co-founded Xcential to develop a legislative authoring system for the State of California.

LegisWeb Highlights:
- Developed XML schema and system architecture for multi-tier web-based authoring system for drafting and amending all California legislation.
- Designed a single XML schema encompassed all 21 document types.
- Integrated the system architecture and schema with existing systems and commercial tools.
- Successfully developed XMetaL-based drafting editor for all document types. System deployed on time for the 2005 Legislative Session. During the initial deployment, a record number of bills were successfully drafted and introduced.
- Worked with attorneys and Legislative Counsel Bureau staff to refine business processes including adapting and improving the amending process to work within an XML authoring system.
Patrick Andries, Senior Technologist
Patrick brings over 19 years of experience in successful technical development. He has architect ed the middleware used by a world-leading provider of electronic financial service solutions in the electronic commerce marketplace. He also architected and successfully lead the first internationalization of Internet tools (browser, e-mailer, HTML editor) implementing the relevant W3C standards. Patrick implemented a new CRM electronic document management solution for multimedia giant Bertelsmann Germany.

- Consultant on internationalization issues for different major institutions and government institutions.
LegisWeb Highlights:
- Architected, designed and developed an enterprise-wide publishing service responsible for the publication and rendering of all bills and laws, as well as other multi-format documents used by legislative houses.
- Develops custom PostScript and OpenType fonts for special characters used by the legislature.
- Architected, designed and developed the conversion of years of existing legislative documents to XML and back during the multi-year transition period as legacy systems are being redesigned and slowly retired.

François Yergeau, Senior Technologist
François Yergeau began his has worked in the field of information technology since 1994, from Technology Advisor to Consultant Director of Technology. He was instrumental in launching, designing, specifying and implementing the acclaimed Tango Web Browser from Alis Technologies . After the acquisition of a translation company by Alis, he became Director responsible for the internationalization products and for the technology infrastructure of Alis’ Globalization unit. Over these years, François has performed very diverse activities, from programming to managing software design and architecture, public relations, sales support, project management, product management, marketing activities and recruiting.
He is active in standardization (W3C, ISO, IETF, Unicode), especially Web-related, He is the Editor or Author of four Internet RFCs and as Co-Editor of the W3C’s XML 1.0 and XML 1.1 specifications and of the Character Model for the World Wide Web. He has spoken around the world and is a member of the Board of Directors of CIDIF and of the Conference Board of the International Unicode Conference series. He performed published research under both personal and team grants and led a research team.

Kevin Popovic, Director of Communications
Since 1982, Kevin's professional experience has been broad in scope but all relative to the field of communications. Titles he has held through his career include Graphic Designer, Computer Consultant, DJ, Voice-Over Talent, Assistant Producer (Video/Event Production), Art Director (Advertising Agency), Creative Director (Trade Show Group), and Creative Director (Advertising Agency), Creative Consultant and today, Director of Communications.
Kevin is responsible for LegisWeb Branding, Advertising, Marketing, Internet Development and Public Relations.
In addition to his role within LegisWeb, Kevin is both Developer and Instructor of educational courseware relative to communications and technology, teaching others process, skill sets, and technique. He has taught at the trade school, college and university level, including the Art Institute of Pittsburgh (Pittsburgh, PA), Howard Community College / Business Training Center (Columbia, MD), and Duquesne University / Multimedia Technology Program (Pittsburgh, PA) where he is an Adjunct Professor teaching undergraduate, graduate and continuing education level courses, as well as Corporate Training
